How time flies! It’s hard to believe it’s already been a full year of The Innovative Recruiter, our quarterly newsletter exclusively for the recruiting and staffing industry.
This quarter we decided to take a look at the new E-Verify Regulations: an issue that has many scratching their heads in confusion, while others are sighing in frustration. In our feature article you’ll find an overview of the new laws regarding E-Verify. If you’re currently handling payroll and HR administration on your own, you’ll find some tips for ensuring compliance, and some hints for making the process as efficient and painless as possible for your recruiting business. And if you’re already using IES’ payrolling services, read on for an understanding of how we’ve got you covered when it comes to E-Verify.

Innovative Recruiter of the Quarter: Lynne Peters-Doddo
We’re proud to announce that Lynne Peters-Doddo will close out the year as 2009’s final recipient of the Recruiter of the Quarter award! Lynne is the owner of Proemploy Inc., a New Jersey company that specializes in staffing for the financial and pharmaceutical industries.
A professional with 9 years in the recruiting industry, Lynne began her recruiting career on Wall Street, where she worked for a temporary agency. After taking some time off to raise a family, she returned to recruiting for the financial industry, and in 2002 began handling pharmaceutical placements as well.
Lynne says the most important lesson she’s learned on the job is to “go with your instincts,” and sums up her personal recruitment philosophy in just five words: “It’s all in the resume!” She uses IES’ recruiter services as a way to eliminate the hassle of new hire paperwork, noting that the time she saves frees her up to do more recruiting.
In her hours away from work, Lynne enjoys spending time with family and friends, skiing, and bike riding. To honor her recruiting accomplishments, she will receive a $50 American Express gift card and certificate from IES. Congratulations, Lynne!
The Recruiter of the Quarter award is an honor presented to one outstanding IES recruiter client after the close of each quarter. Honorees are selected based on a variety of criteria, including quarterly revenue generated, number of new clients and employees payrolled through IES, and jobsite safety success. |

E-Verify: What Recruiters Need to Know
E-Verify, the Department of Homeland Security’s online system for determining an employee’s eligibility to work in the United States, is a technology designed to protect employers from unwittingly hiring ineligible employees; a mistake which can result in hefty penalties and serious legal ramifications. The service, which is accessible from any internet portal, is free of charge and utilizes information already located on an employee’s I-9 form. However, as is the case with many new employment laws and, in this case, new technology, it brings with it some confusion about where its usage is – and isn’t – required.
Though only 3 U.S. States (Arizona, Mississippi, and South Carolina) currently have immigration laws requiring all employers (both public and private) to use E-Verify, numerous others have laws requiring state agencies and contractors to use it, while a growing number are considering legislation that would make the system mandatory for certain types of employers and/or new hires. And as of September 8, 2009, federal government contracting officers began mandating E-Verify requirements for contractors and some subcontractors working under certain types of government contracts.
For recruiters – especially those placing new hires in assignments throughout the country or hiring for contract assignments – this changing legislation can be enough to make your head spin. Recruiters using an outsourced payroll provider like IES can breathe a sigh of relief, since E-Verify responsibilities are covered by these companies as part of the payroll service provision. However, a recruiter or staffing firm assuming employer of record/payroll responsibilities for his or her employees must take care to ensure compliance with nationwide federal regulations as well as individual state’s E-Verify Laws.
